Have you not seen those (hyprocrites) who claim that they believe in that which has been sent down to you, and that which was sent down before you, and they wish to go for judgment (in their disputes) to the Taghut while they have been ordered to reject them. But Shaytan wishes to lead them far astray. [An Nisaa’: 60]
I seek refuge in Allāh from Satan the Accursed. In the Name of Allāh, Most Compassionate, Most Merciful:
هُوَ الَّذِى أَرْسَلَ رَسُولَهُ بِالْهُدَى وَدِينِ الْحَقِّ لِيُظْهِرَهُ عَلَى الدِّينِ كُلِّهِ وَلَوْ كَرِهَ الْمُشْرِكُونَ
He it is Who has sent His Messenger with guidance and the religion of truth to make it victorious over all religions even though idolators hate (it) [As-Saff: 9]
Allāh (سبحانه وتعالى) states in the Qur’an that “I have sent the messenger (صلى الله عليه و سلم) in this world so that he can grasp the religion of Islam by his hands and make it dominant over all the religions of this world.” To make Islam dominant over all religions was the task of our prophet (صلى الله عليه و سلم). You must make this religion of Islam dominant whether it is by the sword, or through preaching (da’wah). Whatever path is taken, you must make the religion of Islam dominant. This is your responsibility. And the prophet (صلى الله عليه و سلم) accomplished this task. He (صلى الله عليه و سلم) made Islam dominant over all world religions. And all the sacrifices that he (صلى الله عليه و سلم) made for [accomplishing this task] are in front of us.
So what is our task after the prophet (صلى الله عليه و سلم)? This is also our task- that we will make Islam victorious over all religions inshaAllāh. However, how did the prophet (صلى الله عليه و سلم) make Islam dominant and over what religions? This is what I will explain to you:
When the prophet (صلى الله عليه و سلم) was in Makkah Al Mukarramah, he brought this word (kalimah) to the people [and said], ‘oh people, read la ilaha illal lah, you will become successful.’ Yes, this is what he said. However, what was the purpose of la ilaha illal lah in Makkah? [It was] that the responsibility that Allāh has given us and His messenger (صلى الله عليه و سلم) is that you overpower [all forms of] taghūt and finish it off. And in Makkah this taghūt [that was referred to] was shirk. This is why he (صلى الله عليه و سلم) said, stop committing shirk. Come towards tawhid– la ilaha illal lah.
When he (صلى الله عليه و سلم) came to Madina, he did the same thing. He told the people, ‘say la ilaha illal lah, you will become successful.’ In Madina, the Jews and Christians were present and they themselves were the taghūt there. These were the religions there [that Islam was to be made dominant over]. So he (صلى الله عليه و سلم) made Islam dominant over Judaism, Christianity and polytheism. And for this he (صلى الله عليه و سلم) gave so many sacrifices.
So what is our responsibility? Our responsibility is also that we will fight taghūt and will make Islam dominant over it and finish it off. But what actually is the taghūt in our time that we wage jihad against and that we fight against? We need to recognize this. This is what I will tell you:
In our times, the taghūt is the system [of governance]. Whatever system clashes with [or is against] Islam is taghūt. We will take our Islamic system and make it victorious over that kufri [disbelieving] system inshaAllāh. For this we need to give all kinds of sacrifices. However, what is that system which is taghūt?
Many years ago, the Jews made a suggestion. They used to convene in many meetings, sometimes, once in a century, sometimes once a year, sometimes once a month, and sometimes once a week and sometimes every day! What did they think? They thought, ‘we are over powered in this world.’ Whatever religion that comes, gives us a slap [makes us powerless] and humiliates us. This is why we need to come with one strategy to save ourselves from and to take ourselves out of, this humiliation. They had many meeting for this. However, they did become successful in one thing. They said, we will create a secular system and we will present this system to the world. And we will make it a kind of system that would appeal to all people of this world.
The Jews thought that the benefit we will derive from this is that we will create such stipulations in this system that because of this people will no longer have jealousy (غيرة)left for their religions. So for example, we will present this system to the Muslims and we will make it in such a way that they will accept it and whatever jealousy they have for their religion will be removed. And the Christians will also accept this system and whatever jealousy they have for their religion will also disappear. Polytheists and Hindus will also do the same. So the point is, [they thought] that everyone will accept this system and because of it, they will lose the jealousy for their religion.
This system is given the name ‘secular system.’ Secularism means ‘no religion’ and ‘no religion’ means that this is not a religion, which means that it has no relationship with any sort of revelation; whereas the Torah, Injeel, Zabur, Qur’an and other books had a connection with revelation. Secularism is a religion, yes indeed it is, but it has no connection with a revelation. What have they stipulated in this system?
There are five main pillars to this secular system and it is working due to these five pillars.
- Firstly, democracy [republicanism],
- Secondly, economy [Capitalist system],
- Thirdly, lifestyle, meaning, how people should spend their lives
- Fourthly, nationalism i.e. harboring the love of the nation in one’s heart
- Fifthly, judiciary
Democracy is to take people towards majoritarianism i.e. the people will go wherever the majority is going. So for example, we will choose two to three representatives from this area to stand for elections. Whoever obtains the most votes will represent all the people of that area in parliament. So over there in parliament, one person will talk on behalf of all the people of one area. In other words, it is as if all the people of that area are talking and saying the same thing. This is because everyone voted for him. Now, when you have 100, 200, 300 people in parliament, they are bringing together the opinions of the whole nation. So when these 300 people speak, it means that the whole nation is speaking. So these 300 people come together to make a law for the governance of the nation and then they agree upon it. So in this type of system of law, people make the law by themselves and agree upon it. This is shirk and kufr (disbelief). Why? Because we already have a system of law! We already have a law which is the Book of Allāh. We have the law of the rasool (صلى الله عليه و سلم). These sources of law are present so what is the need to make a new law? So when we do make a new law, this means that we don’t accept the law of the Qur’an and hadith, we don’t want it, we should make our own law! Our country cannot function with this law [of Qur’an and hadith]. So clearly, it is because of the rejection of Allāh’s law that we erect other systems of law. This is why it is kufr.
But now, if someone asks, ‘what kind of an ‘aalim are you?! There were notable ‘ulema who were part of this parliament [who gave the system religious validity].’ This is an incorrect question because what these ‘ulema are saying is that we will go through parliament to implement Islam. This is wrong because you are trying to remove one evil [law of Pakistan] through another evil [parliament]. You say that this law of Pakistan is an evil and say we are trying to remove this law through becoming part of the system i.e. parliament, and bring shari’ah. This was the first thing.
The second thing is that when these people enter parliament, they are told to swear by an oath that ‘I come into this parliament, and swear by the Qur’an that I will not work against the constitution of Pakistan, meaning that I will submit to this kufri system.’ So they are swearing upon kufr. There are a lot of details regarding this.
The second pillar [of this secular system] is the economy, the capitalist system, meaning, how are we going to build and strengthen the nation? For this, people partake in a lot of forbidden activities for example; one of the aspects of the economy is banking. Interest (riba) is entrenched in the system. This is obvious. However, they think that this interest based system is actually halal (permissible)! If they did their activities and considered it haram themselves, then we would say, they are partaking in haram work, [and that would be understood]. However, these leaders consider their banking system halal. So isn’t it kufr to consider something halal which is actually haram?!
There are many examples for this economic system. They use many ways such as partaking in sales which are null and void [Islamically]. So for example a person goes to America and buys an aircraft for Rs. 1 crore (10,000,000) and he asks [seller] when will it reach Pakistan. So [the seller] says it will get to Pakistan in one month. So now three days have passed. Another person comes and says, the aircraft you have sold for Rs. 1 crore, can you sell it to me? So the seller says, I will sell it to you for Rs. 1.5 crore. So now this person buys it for 1.5 crore, the third person buys it for Rs. 2 crore, the fourth buys it for Rs. 5 crore, and the 10th person buys it for Rs. 15 crore. Eventually the aircraft reaches Karachi for example. So the last person who bought the aircraft bought it for Rs. 15 crore, thinks ‘I got this aircraft for Rs. 15 crore and it came yesterday and I gave the money yesterday. It is not like a lot of time has passed and I should become greedy over the money. Why don’t I sell the aircraft piecemeal into the market?’ So he sells it to the market. The shopkeepers sell this aircraft to the poor masses at a very expensive price.
When a poor person come to the shop and asks how much it is, the shopkeeper says one chittak (a unit of measurement) is for Rs. 80. So the poor man thinks to himself, if one chittak is for Rs. 80, how can I buy it? So either he will buy [it], or he’ll leave. What is the reason that one chittak has reached the price of Rs. 80? Because all the purchasing that has taken place in the transaction of the aircraft is null and void. The aircraft itself was not present in Pakistan and the transaction already took place without it being physically present. So this haram transaction took place and because of this haram transaction, the price of the aircraft increased so much!
If there was an Islamic government, the first person would buy the aircraft for Rs. 1 crore and it would reach Pakistan and still cost the same amount. So when the shopkeepers would sell it [in Pakistan] they would sell it for Rs. 10 per chittak, not for Rs. 80. Why? This aircraft has reached Pakistan and still costs Rs. 1 crore because of Islam. The person who bought it first would not be allowed to sell it while the aircraft itself was not present here. However, this [interest based] system is running the whole world currently where the rich are getting richer and the poor are becoming poorer. Inna lillahi wa inna ilayhi raaji’oon (Indeed we belong to Allāh and to Him we shall return). In any case, this economic system is a kufri and haram system.
The third pillar is lifestyle. This pillar stipulates that the secular system offer people a lifestyle which they will accept for example it is said to people ‘you are men, you roam through the markets. What is the fault of women if they want to roam the markets? She should also be given permission to roam freely. She is also a human like yourself.’ Why have the designers of secularism stipulated such a pillar? Because it is the natural inclination of the human that he roams the markets and sees such things. It is the nature of the human being that he sees uncovered women in the market places.
The fourth pillar is nationalism which is to love [and be loyal to] the nation. How does this benefit the secularists? It will remove the love for Islam in the hearts and [will be replaced by] the love of the nation. They say, ‘we will sacrifice everything for the nation! Dil dil Pakistan, jan jan Pakistan’ [my heart and soul are for Pakistan!]. This is the thing about nationalism. If its foundations are present, how are you going to spread Islam? These secularists have designed this concept so that people become distanced from their religions; Muslims from Islam and Christians from Christianity etc. And this is exactly what happened.
The fifth pillar is the judiciary. This is the place where decisions are made, where humans make their own decisions, where they implement the laws they themselves have created. Whereas Allāh (سبحانه وتعالى) states:
وَمَن لَّمْ يَحْكُم بِمَآ أَنزَلَ اللَّهُ فَأُوْلَـئِكَ هُمُ الْكَـفِرُونَ
And whosoever does not judge by what Allāh has revealed, such are the disbelievers [Al Maa’ida: 44]
Allāh’s Book is present, yet they still judge according to other than His Law! Allāh has very clearly stated that these people are kaafir.
So these are the five main pillars. Now, in order to spread these pillars [of secularism], to make it entrenched in peoples’ hearts, in order to bring forth this system, in order to make people disbelievers, the secularists make use of two types of institutions namely the propagatory institutions in which they preach secularism, [and the military institutions].
One of their propagatory institutions are NGOs. What do they do? They make wells for the locals, they mend peoples’ elbows, they send women to the locals’ homes and teach them how to do tailoring. So how do the people respond? They say, ‘look at these great people. They are helping us. These must be people with a very good system.’ The secularists never say, ‘come and become secular.’ They only invite you to become like them through the medium of their work. So when they do this work for the locals, their [locals’] hearts automatically become inclined towards these NGO workers.
The second type of propagatory institution that they use is media which invites people to become secular. They will not say ‘become secular’ but they use their media to teach people how excellent their secular system is and how many benefits it brings. And how many harms systems other than it bring. [They say] ‘look at Islam and the Islamists. Look at how much corruption they bring in the world. They kill and slaughter people here and there. Is this [Islam] good or that [secularism] which gives life?’ This is the work of the media. So the general masses are astonished and say, this secular system gives people life!
The third type of propagatory institution that they use is sports. They want to put a veil over peoples’ minds. They want people to become preoccupied with sports. They don’t want people to think about Islam and if they do, then they should think [along the lines of] ‘some sport has taken place. What did Pakistan do, what did India do? What did Sri Lanka do and what did Australia do?’
The fourth propagatory institution is education. Through education, the secularists want to ripen the foundations for secularism in peoples’ hearts.
The next type of means they use to spread secularism is vulgarity. And this reaches every type of people by means of cable television. Whatever kinds of vulgarity there are, it is all taught to people within their homes. If you go to the markets, you will see so much vulgarity. May Allāh protect us. Ameen.
However if someone does not become secular by means of these propagatory institutions then, another institution is used against him which is the military institution. This means that the army, police, rangers, khasadars, jets, helicopters bombs etc are all used against him. [They say] ‘you didn’t become secular on your own through the propagatory institutions, so now we are going to make you secular through force.’
My point is that this is a secular system designed by the Jews to save themselves from disgrace. They presented this system to the world. The world accepted it. Now we have Pakistan. Ever since it was created, it embraced the secular system and they say ‘we are Muslims.’ They call it ‘the Islamic Republic of Pakistan.’ What is the harm in all of this? Those who spread this system are kaafir. Why? Because they are spreading kufr in the world. But what do these people say? They say, ‘no, you don’t understand. We have read the kalima (la ilaha illal lah Muahmmadar rasool Allāh) and we have accepted the Islamic pillars- we pray the five prayers, we perform hajj, we fast and we give the zakat. All of these are Islamic acts, so how can we be non-Muslim?’
Understand one thing and that is that the secularists have deceived the people by this system. They have extracted from each religion the individual acts. The second thing to understand, in order to understand the first, is that in Islam there are two things: on the one hand there are the individual acts and on the other hand there is the law and system of Islam.
The individual acts are those that every Muslim has to do such as praying, fasting, going for Hajj, Taraweeh, Nafl, dhikr (remembrance of Allāh), tilawat (recitation of the Qur’an). There are many different acts. The other thing in Islam is the system and the law. It is to create a field for the implementation of Islam [which includes] the hudood laws and qisas (law of retribution). What have these secularists done? They have taken these individual acts from Islam and made it a part of the secular system. They say that those who have become secular are allowed to pray, fast, and propagate [Islam] to others. They can do dhikr and tilawah of the Qur’an. We don’t prevent them from any of this. So the general masses think, ‘the Kuffar don’t prevent us from practicing Islam. When we fast, they don’t say anything. In fact they call us to [their homes] to open our fasts!’ They have put a veil over your minds. When you do these individual acts [know that] these are actually a part of their secular system. So in fact by doing these individual acts, you are actually following secularism.
However if you go towards [the implementation] of Islamic Law, even one step towards it, then they will use all their force against you. They will not allow you to go towards the implementation of Islamic law because they have their own system and law of secularism. So when you bring the law and [complete] system of Islam they will not leave you alone because they already have a competing system [i.e. the Islamic system clashes with the secular system. Both systems cannot exist together]. However, in terms of your individual acts, they will not stop you because they don’t have a unique system of individual acts which are competing [with the Islamic system]. They say, ‘continue doing your individual acts, but do not leave the [secular] system.’
So for example if you go to Dera Ismail Khan, or Peshawar or Islamabad and you make a small office which reads ‘Islamic Judiciary’. You can make a big university, or a dar ul Ifta’ or a dar ul Hadith or Qura’an there, it is no big deal. However if there is an office which reads ‘Islamic Judiciary or Shari’ah Judiciary’ meaning that within it, Islamic judgments will be made, then they will not leave you alone.
So listen carefully, today the taghūt is this secularism because Taghūt is that type of kufr which involves disobedience and rebellion (sarkashi). It is that which imposes kufr upon you. This is called taghūt. And it is this Taghūt that we should be fighting against [as Allāh says:]
وَقَـتِلُوهُمْ حَتَّى لاَ تَكُونَ فِتْنَةٌ
And fight them until there is no more Fitnah (disbelief and worshipping of others along with Allāh) [Al Baqarah: 193]
Allāh (سبحانه وتعالى) says, cut the head of this kufr!
فَمَنْ يَكْفُرْ بِالطَّـغُوتِ وَيُؤْمِن بِاللَّهِ فَقَدِ اسْتَمْسَكَ بِالْعُرْوَةِ الْوُثْقَى
Whoever disbelieves in Taghut and believes in Allāh, then he has grasped the most trustworthy handhold [Al Baqarah: 256]
Whoever has rejected taghūt and has believed in Allāh and Islam and has rejected secularism and has held on to Islam, then he “has grasped the most trustworthy handhold.” He has held on to the strong rope. So it has become clear that the Pakistani [leaders] have adopted the secular system. And for its defense, the army, the police, the militia, the Khasadars (a military unity), rangers come to attack us. So whoever defends this system and fights us, then jihad is fardh ‘ayn upon us. We will carry it out. We will carry it out until we cut the head of this system or we are killed.
There is a line of Pashto poetry which means: it is not enough that you finish off secularism in Pakistan and you sit back thinking your job is done and that jihad is finished. No! [it means] we will finish off whatever systems are running in this world such as secularism, communism, tribalism. Alhamdulillah, we have finished off tribalism in many tribes and have established Islam in its place. So we fight against the army, the police, the militia and all related institutions because they are defenders of this [secular] system. Understand that we fight in Afghanistan against America. Why? Because they finished off Islam [the Islamic Emirate] there and have brought their secular system. So this is why we fight over there. This is why we should also fight in Pakistan, because there is a secular and republic system. Under the secular system, the five main pillars are all found. So, just as we fight there, we fight here [in Pakistan]. Just as jihad is fardh over there because of the taghūt, likewise, it is also fardh here, because of this taghūt.
We strongly appeal to our Muslim brothers and sisters that they not become affected by this deceit that is present in the secular system; that they should understand the taghūt, and the meaning of kufr. And then after that they should stand up and wage jihad against it.
وآخر دعوانا أن الحمد لله رب العالمين
